The Providence Journal Company and Amanda Milkovits (collectively, the Journal) requested records from the Rhode Island State Police concerning an investigation of an underage drinking incident at property owned by the then-Governor Lincoln Chafee. The Rhode Island Department of Public Safety Department denied the Journal’s records request. Thereafter, the Journal filed a complaint against the Department, the State Police, and the Commissioner of the Department (collectively, Defendants) alleging violations of Rhode Island’s Access to Public Records Act (APRA). The superior court granted summary judgment to Defendants, concluding that the requested documents were not subject to public disclosure pursuant to the APRA.
